Police recently arrested a Sparta man who allegedly broke into the Norwalk Post Office and the Norwalk Village Hall last summer. In connection with a range of crimes in Monroe County, Jacob S. Kiernan, 23, faces a total 19 counts, nine of them felony and 10 misdemeanor. Kiernan’s preliminary hearing is set for 9 a.m….
